Electric scooters with a German ABE (Allgemeine Betriebserlaubnis), approved for public roads in Germany under the eKFV.

ABE Certified Electric Scooters: Ride Legally in Germany
In Germany, electric scooters may only be used on public roads if they have an ABE (Allgemeine Betriebserlaubnis), the general operating permit issued under the eKFV regulation (Elektrokleinstfahrzeuge-Verordnung). The scooters in this collection come with this approval.
What the ABE Means for You
- Street legal in Germany: you can ride on bike lanes and roads where e-scooters are allowed.
- Top speed limited to 20 km/h, as required by the eKFV.
- Required equipment: front and rear lights, reflectors, two independent brakes and a bell.
- Insurance: an ABE scooter needs liability insurance and an insurance plate (Versicherungskennzeichen), easy to get from most insurers.
- Minimum age: riders must be at least 14 years old. No driving licence and no helmet obligation (but a helmet is strongly recommended).
Before You Ride
- Keep the ABE document delivered with the scooter.
- Take out liability insurance and fix the insurance plate on the rear of the scooter.
- Do not modify the speed limit or equipment: it would cancel the ABE and your insurance.
Riding in another country? Spain requires DGT certification: see our DGT certified electric scooters. For other countries, see our 25 km/h electric scooters.
Where You Can Ride an ABE Scooter in Germany
- Bike lanes and cycle paths must be used where they exist.
- If there is no bike lane, you may ride on the road, on the right-hand side.
- Pavements and pedestrian zones are not allowed unless a sign specifically permits e-scooters.
- Only one person may ride: no passengers.
- The same alcohol limits as for car drivers apply.
Equipment of an ABE Electric Scooter
To receive the ABE, an e-scooter must meet the technical requirements of the eKFV. Among them:
- A maximum design speed of 20 km/h
- Two independent brakes
- Front and rear lighting plus side and rear reflectors
- A bell or acoustic signal device
- A type plate and space for the insurance plate
ABE vs Non-ABE Scooters
Scooters without ABE, including most high-performance models, may only be ridden on private property in Germany. Riding them on public roads can lead to fines, loss of insurance cover and liability in case of an accident. If you want to ride in the city every day, choose an ABE certified scooter.
How to Get Your Insurance Plate
- Choose a liability insurance for e-scooters from an insurer or online.
- Provide the vehicle details from your ABE document (manufacturer, type, vehicle identification number).
- Receive your insurance plate and fix it to the rear of the scooter.
- Renew it every year: insurance plates are valid from 1 March to the end of February.
Tips for Riding Safely
- Wear a helmet, even though it is not mandatory.
- Switch on your lights in low light and at night.
- Signal turns clearly and keep a safe distance from cars and pedestrians.
- Check your brakes and tire pressure regularly.
